You'd need to have a static IP, that's for sure. Otherwise you'd have to give new links every time it changes.
As for software, I have no idea. But it'd be pretty awesome to have something like that.

It's even easier.

Get UniServer: http://sourceforge.net/project/showfiles.php?group_id=53691
Run it, it will create an additional "hard drive" for you.
On that harddrive, look for a "www" directory.
In there, place your mp3, rename index.php to index.php.bak and delete .htaccess.
Test it you can see the mp3 by going to http://localhost/
Now go to http://www.whatismyip.com, note the number split by three dots (xxx.xxx.xxx.xxx)
In case you have a router, open up port 80 (will Port trigger work?).
Pass the following to your friend: http://<ip>/<mp3 file>

Tada!

In case you have trouble with the router setup, please report back.

This is a pre-setup way of doing. What I did was installing a webserver, create a password protected directory on it, put all my mp3's in it and a .m3u. I could then stream my music at school without having to carry a huge mp3-stick. Worked pretty good. It's kind of redundant now that I have a laptop, though, as I can use it in/out of class at any time (expect PROF, the women always complains we have to close the lids -.-).

the new wmp coming with win7 supports web streaming, too.
