That's not UE3, that's UE2.5, I believe. So no, you can use UDK though, which is a free version of UE3.

If there is no difference, why not just use UDK?
I am pretty sure you can't use the CT editor for a game other than its own. Otherwise it is probably a violation of rights. UDK is more up to date than the CT editor as well because it has beta releases each month.
