I haven't read the whole topic, but isn't it just enough punishment if you are out of the whole game for 10 seconds, and out of the area for like 20? Suicides only happen when one spy is out of lives or both die at the same time. It's not a game-defining issue. Coming back 20 seconds later (meaning the objective you are guarding is hacked) with less than full gadgets means the spy strategy would be to take out both mercs one time so they don't have any gadgets left.
