To be honest, I really noticed it's not all about Upload and Download, with a new Internet broadband, I got a high-speed internet and I can play with a uTorrent on without anyone in my household lag, or have any issues (And I share Internet between 4 people)

Upload is, 64 kbps

...Satellites are really crap.
But Australia has horrible internet at the best of times.
I'm pretty sure Africa is better.

Yeah, I managed to join a game over Tunngle once... it was an experience.
I could fly and walk through walls.  The lag was so epic that I couldn't actually die... couldn't kill anyone either. :D

As a merc? You should be able to, Charge pop a nade near the corpse, and that it. Wait for a kill :)

Yeah? Even as a mercenary ghost you can charge, wait for a spy to drop, and throw a grenade near his body.

Never really worked out that way...

It's really just getting used to how lag is going to react, best ghost is a spy ghost, you just run around and you can actually win 100% of the time if your teammate is the only one who isn't ghosting, taze or sleep mercenaries, remove mines, etc etc.
