That's because "Outside" has a F2P structure. As you can expect, while it may be free, money buys your progress a LOT faster. Get enough money in your inventory and you can upgrade from the public traffic server, to the private air traffic server.

You just gotta learn to play the game.

He must have respawned as another class.

Like the butterfly or flower class.  Some people just get glitched and a new class is chosen for them when they respawn.
