you would need either real good water physics for that, and i dont think UE 3 has that. look at bioshock, it has AMAZING-ly looking water, but it has no physics properities. if you really want to code in there, goodluck. irrational (maker of bioshock, now *ahem* 2K boston.... stupid 2K... asorbaing things) games spent 3 years on the water alone. or, instead of having realistic water physics, i bet you can make a cool scripted scene, which would take a while, but not nearly as long as physics would take. if people can make good scripted parts, it very possible. hell, if UT 3 comes with water physics, we are all set.

Or we could stick with less realism in the water effect... Like having the water just come up from the floor. Think Half-Life. It wouldn't look too pretty, but it'd serve its purpose.

A leaking pipe with a permanent puddle would more than likely be the best route. When you're in the middle of a game you're not gonna give a damn if the water has a cool particle system that makes it flow from the pipe to the floor. You're going to want the water to serve its purpose and to work reliably (bug free) when you need it to. At least... That's what my main concern would be.

I was also thinking the same thing you were binary, it would just be part of the map permanently and not something that you would have to activate.  Be sure that it would shock everyone who is in the puddle including you and your teammate as well.

if there are puddles, they need to be kinda big and go around corners to prove useful for SS.

Yes^ Not little 1 foot by 1 foot puddles you find on the street.  I am talking atleast 6 feet long, 6 feet wide.  Or bigger than that.

should the merc's tazer work via puddles, too? oh and of course, if one self is standing in it, one should get shocked, too (maybe jumping against it?).

Jumping against it? What do you mean?  Of course the mercs tazer should work through puddles.  Say a merc was out of ammo and nades, he and a spy were standing in a puddle, the spy is weak, he shocks the water and it kills the spy and knocks out the merc.  It would be cool, maybe not too useful but you never know with a game like this.
