How about a sort of mine that you throw down, as a spy, and it's like a EM Veil, hiding any and every electric equipment in that perimeter, so let's say I plop id down and use thermal goggles, then the merc can't detect me with his EMF, but it also has a drawback, it makes the background electrical things (like wires and lights) not be seen with emf too, so the merc can kinda know when there's a veil like that.

This sounds a bit like the hologram, but then the opposite way. We can make this, but I don't see the real benefits and drawbacks.

Think it through a bit more. Maybe you'll find something interesting. Just something to block visions is not good enough.

Ok, how about, beside all that, add this:
-If the merc passes through the EM Veil, he gets the same effect as a headshot (you know, can't reload, no reticle and stuff)
-Also if he throws a grenade, it should blow on impact with the veil

And drawbacks:
-The same thing with the grenades for spy
-His shock gun won't work through the wall, neither will heart sensor

Watcha think? :D

this makes the same effect against mercs similar to the chaff-nade. I doubt it is a good idea... aside from that some parts of it are interesting, but in my opinion it would be unbalanced and game breaking.
If there are any orthographic/grammatical errors in this post, you can keep them and, if you want, hang them over your bed ;)

Well it could only have 1 per spy, unlike the nades, where the spy has 5 of them

Agreed, nice idea though :)
