Yeah, you could do that.  Or, you could just make it so that there is a delay between launch and the time you can actually launch gas.  2 second delay is all you need.  But then again, that's another huge nerf for aggro, and we don't really need that.

Quickcams are bullshit, and the amount of cams should be reduced to three of four to make that idiocy less frequent.

The solution to quick cams is a client side gas mask. The host really doesn't have huge problems with them. It's mostly the guy who activated his gas mask and got KOed anyway who suffers. Oh, and to add insult to injury, your gas mask gets used up while you're down since it still activates, just too late to actually save you.

If you get your mask on before the gas fires, you shouldn't be KOed.
