There certainly were ways to counter EMF ghosting as spy. The example you use, Museum, is a bottleneck at the beginning in general. Yes, if a merc zooms in at the only vent you can come through, he's going to see your EMF ghost. So what? As you said, just roll through and get to the wires. Even without ghosting, the merc can just move a room back and sit on the next vent with the flashlight or laser locked on you while the other hangs around the door/windows. It's not really that difficult to know where you are when there are only 3 ways into the entire map, and one of the 3 makes a gigantic WHOOOOSH noise.

As for getting around it: partner can shock, you can shock, you can wait until the merc looks in another direction, you can keep a distance on larger maps, you can stay behind objects that are solid in EMF or areas that are difficult to ghost, you can hit the merc with a chaff.

Changing EMF ghosting isn't going to significantly change anything. If a merc is EMF ghosting you, most of the time he already knows where you are.

Like I said, people have to get over this notion that they should be able to maneuver out in the open in front of the merc unnoticed.
